“Eight Times The Pain” – Bawumia Blasts NDC Over New Fuel Levy

The 2024 New Patriotic Party (NPP) flagbearer and former Vice President, Dr. Mahamudu Bawumia has openly criticized the yet to be introduced GH¢1 per litre fuel levy, widely known as the “Dumsor Levy” by the current government.

During a thank you tour in Ghana’s Central Region on June 4, 2025, he argued that this levy imposes a heavier financial strain on Ghanaians than the previously abolished Electronic Transfer Levy (E-Levy).

“They have abolished the E-Levy but introduced a levy that is eight times worse,” Dr. Bawumia stated.

He explained that under the new levy, consumers pay GH¢83 in taxes for every GH¢1,000 spent on fuel, compared to GH¢10 under the E-Levy. He accused the National Democratic Congress (NDC) of deception by introducing this tax after strongly campaigning against the E-Levy and
promising its removal.

Parliament approved the Energy Sector Levies (Amendment) Bill, 2025, on June 3, 2025, using a fast-track process due to its urgency. The bill introduces a new GH¢1 per litre tax on fuel, aimed at helping to reduce the country’s energy sector debts and support upgrades to power
infrastructure.

Dr. Bawumia warned that the current government might introduce more such taxes, further burdening citizens. He confidently predicted that by 2028, Ghanaians would recognize the NDC’s alleged deceit in gaining power and would call for the NPP’s return to office.
