The government has released a comprehensive schedule of fees for cannabis licences and permits, with charges ranging from as low as $1,000 to as high as $45,000 per hectare, depending on the category and scale of operation.
Under the new fee structure, application fees are set at $1,000 for community applicants and $5,000 for companies or businesses. Cultivation licence fees vary significantly based on land size. Tier 1 operators cultivating up to one acre (0.4 hectare) will pay $9,000, while Tier 2 operators cultivating more than one acre up to three acres will pay $11,500 per acre. Tier 3 operators cultivating up to five acres will pay $13,500 per acre.
For larger-scale cultivation, Category 2 to Category 8 operators—covering five hectares up to more than 15,000 hectares—will pay $45,000 per hectare. In addition, a cultivation annual regulatory fee of 20 percent of the licence fee applies, with licences valid for three years.
A breeding of cultivar licence costs $3,000, with renewal set at the same amount. Processing licences are pegged at $5,000 for Tier 1 (up to 200 square metres) and $20,000 for Tier 2 (above 200 square metres), also subject to a 20 percent annual regulatory fee.
Export licences are set at $10,000, while laboratory licences cost $3,000 and import licences $5,000. Transport licences start at $5,000 for the first vehicle and $1,000 for each additional vehicle. Storage licences cost $10,000.
Distribution and sale licences are pegged at $10,000 for wholesale and $5,000 for retail. Advertising and promotion licences cost $1,000, while research licences—both experimental and analytical services—are priced at $5,000 each.
Additional charges include a $2,500 fee for variation or amendment of licence, export seal fees of $300, and various permit fees such as $500 per hectare for cultivation permits and $500 per import or export permit. Escort services are charged at $2 per kilometre per truck, with a default fee of $2,500.
All fees are quoted in US dollars but payable in Ghana cedis at the prevailing exchange rate.
