Ghana is taking a leading role in the digital transformation of Africa’s real estate sector, unveiling a far-reaching land digitization agenda at the 2025 Africa Real Estate Conference and Expo.
Delivering a keynote address at the event themed “Unlocking Opportunities for Sustainable Real Estate in Africa,” on Thursday, 19th June, 2025, the Deputy Minister for Lands and Natural Resources, Mr. Yusif Sulemana, emphasized the need for regional collaboration in leveraging technology to address persistent challenges in land administration.
“Outdated records, title insecurity, and bureaucratic delays are not just administrative hurdles,” he said. “They affect our people’s ability to own property, invest in housing, and participate in the formal economy.”
Mr. Sulemana announced the rollout of Ghana’s National Land Information System (NLIS), a flagship initiative aimed at digitizing and unifying land records across the country. The project includes the use of drones and satellite imagery to map and validate historical land data, offering—for the first time—an accurate, transparent, and accessible database of land ownership.
“We are building a system that offers a single source of truth on who owns what, and where,” he stated.
To further strengthen land security, the Deputy Minister revealed that Ghana is piloting the use of blockchain technology to create tamper-proof land records, particularly in areas prone to ownership disputes.
“Our goal is to build an open, dynamic digital property ecosystem that protects land rights, encourages innovation, and supports sustainable development,” he said.
Mr. Sulemana also underscored the importance of continental cooperation, urging African nations to harmonize digital systems, share technical expertise, and pursue regional integration to unlock the full potential of real estate as a driver of economic growth.
The conference brought together policymakers, investors, and technology leaders from across Africa, marking a significant step toward the modernization of land governance on the continent.
