The National Council for Curriculum and Assessment (NaCCA) has dismissed claims that LGBTQ-related content has been introduced into Ghana’s Senior High School (SHS) curriculum, describing the allegations as false and misleading.
In a press release issued by the Ministry of Education and NaCCA, the agencies stated unequivocally that no LGBTQ content exists in the approved national curriculum for SHSs. They stressed that Ghana’s curriculum remains rooted in the country’s socio-cultural values, constitutional principles and child-centred development goals.
NaCCA explained that the controversy stems from a misunderstanding between the official curriculum and teacher support materials. According to the Council, the national curriculum is the authoritative policy document that outlines mandatory areas of study for learners, while Teacher Manuals are supplementary resources designed to guide teachers in lesson delivery. The manuals are optional and do not form part of the curriculum itself.
The Council noted that a new SHS curriculum was introduced in the 2024/2025 academic year and, for the first time, Teacher Manuals were developed to support teachers in implementing the curriculum. These manuals were produced in 2024 by subject-specific writing teams in collaboration with Transforming Teacher Education and Learning (T-TEL).
Following an internal technical review, NaCCA said it identified that a definition of “gender identity” contained in the Year 2 Physical Education and Health (Elective) Teacher Manual did not align with Ghanaian culture, norms and values. Consequently, a revised version of the manual, aligned with national values and biological understanding, has been released to the public, while steps are being taken to withdraw printed copies of the outdated version.
NaCCA added that all future revisions to teacher support materials will be reflected in the digital versions available on the official curriculum resources portal, as outlined in the statement signed by the Director-General of NaCCA, Prof. Samuel O. Ofori Bekoe.
